EXPLANATORY STATEMENT FOR DEPARTMENT OF STATE,
FOREIGN OPERATIONS, AND RELATED PROGRAMS APAPPROPRIATIONS BILL, 2022

Transparency and Accountability.—The Secretary of State
and the USAID Administrator shall consult with the Committees on Appropriations on programs that may help increase
transparency and accountability within the Palestinian Authority.


Western Sahara.—The Committee urges the Secretary of State to
promote the establishment of a human rights monitoring and reporting mechanism within the United Nations Mission for the Referendum in Western Sahara.
The Committee recommends not less than $5,000,000 under the
DA heading for assistance for Western Sahara, and directs the
USAID Administrator to consult with the Committees on Appropriations on the planned uses of such funds.
